Once a low ranking FBI employee answering emergency calls on the Night Action line, he has evolved into a field operative who continually risks everything for the truth. Season 2 ended with him overwhelmed by the fallout of his actions that he never intended, such as meddling in a presidential election and getting involved in a chemical weapons conspiracy. The moral debts he carries from those events form the core of his fight with himself in Season 3, as he questions if it is possible for him to keep his moral code while going under the radar in the world of espionage.
A new key character enters the story when Peter crosses paths with a relentless journalist played by Genesis Rodriguez. The two characters who were initially on opposite sides, eventually reveal hidden secrets and vendettas that endanger tearing the government apart from the inside.
